Clark County holds a Phase I permit, which applies to larger jurisdictions and carries more extensive monitoring and reporting duties. 

For a property owner, the practical consequence is straightforward: the Ecology stormwater manual and the Vancouver Municipal Code determine how much runoff a project must capture and treat, and those requirements are triggered by the amount of hard surface a project creates or replaces.

The methods Washington favors are the ones we have already built. State low-impact development standards name bioretention, permeable pavement, and vegetated roofs as preferred approaches, and those are the same systems we install and maintain throughout the region. What differs is the design criteria each facility must meet and the documentation a reviewer requires at the time of submittal. Because manuals are periodically updated, we design based on the version currently in effect rather than reusing details from a previous project.

That accounting includes the emissions created by our own operations. We offset those emissions through carbon credit partnerships. At the same time, we are converting the fleet on these routes to electric power. This helps cut emissions at the source instead of simply balancing them after the fact.
